For the fourth time after 1988, 1993 and 1999, the decision on the structural funds regulations mark the end of a reform debate which allows to analyse institutional interests as regards the budget and modes of governance. The article describes the debate between the EU institutions, starting with the European Commissions proposal of a package of five regulations in July 2004 which will result in decisions of the Council and the European Parliament in July 2006. The article concludes that the logic of distribution and flexibility safeguard the existence of EU cohesion policy. However, following the European Council decision of December 2005 to review the EU budget in 2008/09, the concept of solidarity transfers to the benefit of regions will remain on the agenda.
