So far the law-making process of the European Union was dominated by national governments, the European Commission and the European Parliament. The space for regional parliaments was rather less. The Treaty of Lisbon gave the regional parliaments against the background of the principle of subsidiary a legally protected position. The Subsidiarity Monitoring Network of the Commitee of the Regions plays a decisive role. Each partner of this network has now the possibility to take part on the different draft laws by issuing its statements. In the context of this article the network and other cognate matters are analysed in detail and offer interesting results. This article is also dealing with the increasing participation of the Austrian Federal Council on matters of subsidiarity monitoring.
