Transferring responsibilities that have been fulfilled by the state in the past to the counties and districts is generally permissible, yet it creates problems in practice. Those problems are mainly created because, when the state transfers these responsibilities, it establishes certain standards that could conflict with the constitutional principle of municipal autonomy, especially autonomy in financial and personnel matters. Against this backdrop, the article examines whether certain approaches to the transfer of state responsibilities satisfy the constitutional standards of the municipal autonomy guarantee.
