In the European Convention, the Committee of the Regions demanded a more important role among EC institutions. But the Committee of the Regions turned out to be only a marginal topic in the Convention: Both because of the Member States very different regional structures, as well as the tendency of Regions with legislative competences to pursue their interests independently of the Committee. By the end of 2002, it already seemed likely that the further strengthening of the Committees importance would be continued by small and careful steps only, as seen before in the Treaties of Amsterdam and Nice. On the other hand, the strong regions with legislative competences have not fully succeeded with their attempt to work around the Committee either. Besides the discussion on reforms in the Convention, the Committee of Regions committed itself to higher quality and managed to establish routine in its internal working structures at the beginning of the third mandate.
