Italien zwischen Föderalismus und Devolution

In the last ten years of the nineties Italy moved steps towards administrative decentralization. In 2001, after general election, the leader of the Lega Nord, a party which had claimed the secession of the northern regions from Italy, became Minister for devolution and institutional reforms in the Centre-Right government.
In late 2002 the Senate passed the devolution bill. When the constitutional bill come into force, after two voting by the Chamber of Deputies and the Senate, the regions will get exclusive powers in the field of Health, Education and local police.
The Centre-Left opposed the bill maintaining it would have menaced the equality of rights and the unity of the nation by establishing twenty regional health and education systems.
