In early 2004, the Committee of the Regions was able to look back on 10 years of work; its constituent meeting took place on March 9, 1994. In the year previous to this jubilee, the Committees work was concerned with the big picture of European policy the endgame in the European Convention, the following Intergovernmental Conference, and the preparation of the European Unions Eastward Enlargement. Both, the draft constitution of the European Convention and the good cooperation with other institutions of the European Union contributed substantially to the Committees stability. It became clear during the process in the European Convention that the strive for more influence by the strong regions with legislative authority would not lead to a marginalisation of the Committee of the Regions. However, the RegLeg group increasingly seems to become a political constant pursuing its interests independently from the Committee of the Regions. Last but not least, it has been revealed in several ways throughout 2003 that the Committee of the Regions is in need of internal consolidation.
