The 2003 devolved elections in Scotland, Wales and Northern Ireland were a key test of public opinion on devolution. This contribution explores the key issues which shaped the election results, in particular the factors which encouraged low voter turnouts in Scotland and Wales and which produced a polarisation of voting behaviour on the more extreme unionist and nationalist parties in Northern Ireland. The assessment of devolution expressed in the election is not that positive. Voters in Scotland and Wales appear to think that devolution has not yet gone far enough and that the UK parliament retains too much influence. And in Northern Ireland the voters have not delivered a sustainable basis for power-sharing devolution.
