Seventythree Regions with legislative powers co-operate within the framework of the conference of presidents of regions with legislative powers, called REG LEG. In 2004 their activities focused on the preparation of the implementation of the constitution for Europe. REG LEG contributed to the first subsidiarity-conference organised by the Committee of the regions (CoR) and presented its own proposals in the Edinburgh-Declaration, adopted by the fifth annual conference on 29th november 2004.
Subsidiarity, better law making and the regional dimension of governance was also at the forefront of REG LEG's activities in 2004 and will be in 2005.
The year 2005 marked the beginning of an institutional discussion about stronger involvement of REG LEG in the work and the structures of the Committee of the regions. 2005 or possibly the new CoR mandate starting in 2006  may see new dynamics.
