The EU cohesion policy is the only policy which distinctly deals with regional economic and social disparities. The debate about reforming or adapting structural policy to the new economic and social situation of an enlarged European Union is not new but it has been considered particularly urgent since the accession of ten new member states fort he time being. Thus, the EU will have to face four important challenges: Besides fast growing regional and social disparities new territorial inequalities will have to be handled as well as the latent problem of excluding certain social groups from basic societal spheres and undercurrent Euro-scepticism of various kinds. How can the ambitious objectives of the EU policy as expressed in the strategies of Lisbon and Goteborg be adapted to the new geographical, political and economic situation especially in times of economic hardship and growing reluctancy to pay? Without doubt, cohesion policy ought not to be changed exclusively in terms of financial perspectives from 2007 onwards.
