The European Neighbourhood Policy is the European Unions Policy towards its southern and eastern neighbours. It has been designed to replace the enlargement as the EUs most successful foreign policy instrument and finds itself in a strong continuity to it. The use of the term region differs however. While it is generally used for the subnational level in the enlargement documents, its usage in the ENP-papers is more diverse. Here, region may denote a subnational entity e.g. in Ukraine or Moldova but also an international organisation such as the Black Sea Cooperation. This heterogeneity may partly be based on the fact that the ENP cannot yet be seen as a complete, well-rounded and developed policy. Due to the ambivalence between being an instrument of democratization and transformation and being an instrument of securitization of the neighbourhood, the term region cannot be uniquely defined.
