Concerning the reference between the Austrian Bund and Länder, the main event of the year 2003 in Austria was the insertion of the so called Austrian-Convent for a constitutional reform. Certainly, the starting point of federalism in Austria is not the best: in particular the legislative competences of the Austrian Länder have been discussed. Even if it is at present not clear if and in case that to which result the Aus-trian-Convent will come to, the Convents importance for the future of federalism in Austria should not be underrated.
