Vision 2020 forms the road map for intensive cross-border cooperation/integration in the (grand) Großregion composed by the EU-member Luxembourg and its neighbouring regions in Germany (Saarland, Rhine-Palatine), in France (Lorraine) and the Belgium province of Luxembourg. A small group of outstanding personalities presided by the former president of the EU-Commission Jacques Santer presented 30 th of June 2003 an ambitious plan to the summit of this Großregion, which still needs formal approval. This article offers a first analysis of the road map and tries to identify chances and problems of implimentation. One big source of problems forms the geopolitical dimension itself of the Großregion: with 11,2 Mio. inhabitants the Großregion would be bigger than 18 of 25 EU-memberstates, but keen interest in cross-border cooperation is limited to the core region around the Grandduchy of Luxembourg.
