Summary of the project

Die von dem internationalen Forscher-Team erstellte Studie für den Ausschuß der Regionen wird vier Gegenstände behandeln:

  • Das Verständnis der fünf Politikfelder (Allgemeine Bildung und Jugend, Kultur, Gesundheit, Transeuropäische Netze, Regionalpolitik), in denen der Ausschuss der Regionen seit dem Vertrag von Maastricht obligatorische Anhörungsrechte besitzt, im nationalen wie auch im EU-Kontext;
  • Die beschreibende Analyse der Verteilung legislativer und exekutiver Kompetenzen im Mehrebenensystem der Europäischen Union in diesen fünf Politikfeldern;
  • Die faktische Aufgabenverteilung (de facto  Ebene) in diesen Politikfeldern;
  • Eine Gesamtwürdigung der Zuständigkeiten und Anhörungsrechte der Regionen sowie deren künftige Rolle bei der Weiterentwicklung eines Europas der Regionen.
