The processes of federalisation, regionalisation and decentralisation in the member states of the EU and the candidate countries have noticeably gained dynamics. Even in the Federal Republic of Germany, a broad reform of the federal state is being discussed. Questions of territorial organisation gain more and more importance in Europe and the EU.
The Yearbook gives readers from politics, administration, research and teachings, as well as politically interested people, a broad view on current developments in science
and political practice. The contributions of the fifth volume pick up current research-questions and deal with central issues of the German discussion.The country reports cover developments in the EU member states, Switzerland, Serbia and Montenegro, and Russia, as well as Canada. Several contributions deal with forms of regional cooperation in Europe and developments in the EU, especially the forthcoming reform-process. The articles are complemented by a selected bibliography and an overview of addresses on the internet.
Over 40 experts from science and adminstration have drafted 31 contributions for the fifth yearbook.
