The decrease of regional disparities, the implicit demand for regional solidarity and the adjustment of living conditions are the main objectives of EU cohesion policy. This article describes the development of cohesion policy, outlines the reform proposals made by the European Commission in the Third Report on Economic and Social Cohesion published in February 2004 as well as positions of some member states and discusses in how far contributions to integration beyond financial transfers can be detected.
